  1. Agent for Service of Process
  1. Carrier's agent for the service of judicial and administrative process including subpenas follows in paragraph 3. In any instance in which the designated legal agent can not be served because of death, disability or unavailability, the Secretary of the Federal Maritime Commission will be deemed to be the carrier's legal agent of service of process.
  2. Service of administrative process, other than subpenas, may be effected upon the legal agent by mailing a copy of the documents to be served by certified or registered mail, or by courier service return receipt requested.
